The decision comes nine days after the city narrowed its search to six finalists and five months after former Police Chief Terry Young resigned the position to become Surprise s new assistant city manager. The northwest Phoenix suburb received 62 applications for police chief. Pina was one of three local candidates among the final six. Surprise city officials said the finalists underwent three separate interviews: a community panel made up of residents, local educators and business leaders; a professional pane made up of public safety and law enforcement staff; and a city leadership panel of department directors. ....
