The Princeton Council voted unanimously on Monday night to remove new parking enforcement technology from the $7.2 million bond ordinance for capital improvements for the municipality after many residents pushed back against the plan over the past few weeks. The decision is a reversal of a council vote two weeks ago to introduce the bond ordinance with financing for the license plate reader technology included. Councilwoman Michelle Pirone Lambros said the intention of including the funding in the capital budget was to be transparent as the council plans its capital spending. “It’s not a decision to move forward with the technology,” she said, adding that the funding was being allocated in case the council decides to move forward with the technology. The Princeton Council unanimously approved a resolution designating the area, known informally as the North Harrison Street Study Area, as an area in need of redevelopment, at its April 28 meeting. While an area in need of redevelopment may include an option for condemnation and a “taking” of the land by government, it does not apply in this case because all property owners are in agreement. According to a consultant hired by the Princeton Council to study whether the Princeton Shopping Center neighborhood should be declared an area in need of redevelopment, the shopping center is a sea of underused parking fields, the courtyard area in the middle of the center rarely sees much activity, the configuration of the center is terrible, the infrastructure is ancient, and the vacancy rate is alarming but has nothing to do with the pandemic. “It’s about to go into the abyss if it hasn’t already,” planner Carlos Rodrigues told the Princeton Planning Board on Thursday evening when discussing the shopping center’s vacancy rate, which he estimated to be 19.5 percent or higher. ....
