The two others facing charges in connection to the fire Julian Boykins and Tanya Karadanis were both arrested last week. Boykins, 20 of Lowell, was arrested at a Pawtucket Street residence without incident on March 11, and arraigned the following day on the same charges as Gaye, plus conspiracy. Koutoujian announced on Monday, March 1, that for the first time in more than 50 years, the Middlesex Sheriff’s Office [MSO] has assumed responsibility for direct supervision of incarcerated women. After months of planning and design, the MSO has established a new pre-release center at the Middlesex Jail & House of Correction to serve sentenced females preparing for reentry into their communities and homes. Initiatives at the center will place a primary focus on family reunification. The center opened Monday with 11 individuals who were transferred from the Massachusetts Department of Correction [DOC] to the custody of the MSO. ....

The Middlesex sheriff s office already offers some services to women awaiting trial on Middlesex County cases at MCI-Framingham, but Koutoujian s office said Monday was the first time in more than 50 years that the office has assumed direct supervision of incarcerated women. The new program at the Middlesex Jail & House of Correction in Billerica is designed to make medication-assisted treatment, education and reentry programs that are already available to male inmates accessible to women serving sentences too. ....
