Former Palmer Town Manger Charles Blanchard accepts interim town manager job in Williamstown

His first day of work is Wednesday.
Williamstown Town Manager Jason Hoch announced in February that he would resign once an interim manager was in place.
His departure is partly related to allegedly not telling the Selectboard, in a timely manner, that a police sergeant had filed a complaint against the town’s police chief with Massachusetts Commission Against Discrimination.
In August, Sgt. Scott McGowan then filed a federal lawsuit naming then police chief Kyle Johnson, Hoch, and the town as defendants.
The civil complaint alleged the police department “turned a blind eye to sexual assault and sex discrimination.” ....

The program Residential Assistance for Families in Transition (RAFT) has, in less than a year, ramped up to be the preeminent (and movingly named) housing stabilization service of the pandemic. So far it has generously covered over $50 million in rent arrears and going forward stipends. Thanks to federal largess, it is expected to cover $1 billion over the next year, the entirety of pandemic housing, up to 15 months per impacted household.  ....

Stoughton police Lt. McGowan suspended after church incident hearing


STOUGHTON  A police lieutenant who was the subject of a disciplinary hearing about his alleged failure to tell his bosses about a December incident at a church involving a Black man with mental health issues will receive a two-day suspension and must undergo training. 
In a Tuesday letter detailing the decision, Town Manager Robin Grimm found that Lt. Daniel McGowan s actions on Dec. 27 were in violation of the department s notification to the chief policy and a prior warning by Deputy Chief Brian Holmes in August 2019 after a previous incident in which McGowan didn t notify him or Chief Donna McNamara. 
My goal with any decision with any department isn t to take money out of people s pockets. It s to make better employees,  Grimm said about her decision.  We can address the needs of the community, get a better employee, and still hold accountability for where he didn t follow a direct order.   ....

State officials announced Thursday the appointment of the first nine members of a new Peace Officer Standards and Training Commission created by landmark policing legislation signed into law late last year.
Appointees to the so-called POST Commission include three police officers, two attorneys, a psychologist, a social worker, a retired judge who will lead the panel, and an antiviolence activist, according to a joint statement from Governor Charlie Baker and Attorney General Maura Healey. They are eligible to serve five years. ....
