HH council directs staff to create exotic animal bylaw | Bancroft this Week

With Hastings County developing an exotic animal bylaw template for local municipalities to use; and, both Limerick Township and the Municipality of Highlands East recently passing their own exotic animal bylaws, the pressure is mounting for Hastings Highlands to approve their own bylaw. While council has yet to pass legislation regulating the keeping of exotic animals in the municipality, they did emerge from a closed session meeting on April 21 to announce that they were one step closer to doing so.
After consulting with the municipality’s lawyer during the closed session, council directed staff to produce a draft exotic animal bylaw and present it for a first reading at an upcoming meeting. Although a timeline as to when the bylaw will be presented has yet to be determined, CAO David Stewart said municipal staff will continue to work hard to deliver all of council’s directives in a timely manner. ....

With recent moves of exotic animals into the municipality, Hastings Highlands has begun the process to regulate them.
In the last council meeting, staff was directed to create an exotic animal bylaw that will be presented to council at a later date. The municipality appears to have sought a legal opinion during a closed-door session, with the motion being voted on in an open session. The decision was passed unanimously.
Exotic animals have been a hot-button topic since last November, when Mark and Tammy Drysdale brought their animals, mainly large cats, to Hastings Highlands from Lambton Shores after a dispute with that municipality. The Drysdales maintain that their animals are domesticated and what they do is legal. According to the Kenya Meteorological Department (KMD), the Climate Outlook for the 2021 March-April-May “Long Rains” season indicates that several parts of the country will experience enhanced rainfall while North Eastern parts of the country will receive below-average rainfall. Based on the state of the Ocean and the early onset, KMD has been issuing heavy rainfall advisories with the most recent being 19 April 20211 . The advisory indicated that heavy rainfall was expected over North East, South East, the Coastal Regions of Kenya, Western and Central regions including Nairobi Area. As predicted, from mid-March heavy rainfalls have been experienced in the country with the Western parts of the country being the most affected through displacement of populations and disruption of livelihoods. The following are briefs from the April 13 Highlands East meeting.
Laurie Devolin, chief building official for the township, said the numbers are showing a lot of building activity when compared to last year.
“As I said last month, we just are on a roll with people who are moving to the area,” she said.
Building permits doubled with 30 permits compared to the 15 permits of last year, including growth with related septic inspections. The construction values for this time of the year has more than doubled at $2,905,444 compared to last year’s $1,341,590. ....
