THE ISSUE
In 1868, three years after the Civil War ended, the leader of an organization of Union veterans established Decoration Day — as Memorial Day originally was known — as a time for the nation to decorate the graves of the war dead with flowers. According to Utah’s Deseret News, one of the very first Memorial Day celebrations may have been even earlier, on May 1, 1865, when Black workmen gathered at a Charleston, South Carolina, racecourse and club that the Confederates had converted into an outdoor prison. That newspaper cited Yale University historian David W. Blight, who said the men reinterred the bodies of Union prisoners of war buried there and decorated their graves; later that day, a parade led by 3,000 Black schoolchildren carrying armloads of roses was held. In 1971, Congress established that Memorial Day would be observed as a national holiday on the last Monday in May. ....

Conoy Twp. to place weight restrictions on 2 structurally deficient bridges


When: Conoy Township supervisors meeting, May 13, with in-person and conference call options.
What happened: During a public hearing at the start of the meeting, township supervisors voted to place weight limit restrictions through mid-2022 on two small, structurally deficient bridges on Governor Stable Road near Route 441.
Why it matters: The supervisors limited traffic to vehicles that weigh less than five tons on the bridges, which carry motorists over Snitz Creek along the narrow two-lane road between River and Keener roads near Falmouth. The move allows passenger vehicles, most of which weigh far less than 10,000 pounds, to continue using Governor Stable Road while keeping large delivery vehicles off the bridges. ....

We need a serious discussion about a Lancaster County public health department, and with more than the usual voices [editorial]


THE ISSUE
The Manheim Township Board of Commissioners voted unanimously March 8 to approve a resolution supporting the creation of a county health department and calling on the Lancaster County commissioners to create one. That board sent its resolution to the county’s 60 municipalities and 17 school districts seeking their elected officials’ support for such an agency. The boards of Columbia Borough, Christiana Borough,Conoy Township, Bart Township, Quarryville Borough and Strasburg Township are among ones that have rejected the idea. Denver Borough Council is among the boards that supports the idea, as does Marietta Borough Council. And Lancaster City Council passed a resolution last Tuesday in support of the “prompt” establishment of a county health agency. ....
