Beautification task force talks TOKA app success, cleanups, stray animals Jackson Stephens The TOKA app, which serves as a link between the public and local conservation officers, received six verifiable reports that led to one arrest since June 1, officials announced at an Islandwide Beautification Task Force meeting Tuesday. Reports were made concerning suspicious activity in marine preserves, along with notifications that trash needed to be picked up from receptacles in Tumon, said Chelsa Muna-Brecht, director of the Guam Department of Agriculture. “The app serves the purpose of providing a direct digital connection to our conservation officers and it allows the user to also provide photographs so they can take a picture of whatever they are seeing they find questionable,” Muna-Brecht said. ....
Mangilao honors suffering of WWII victims By Jackson Stephens A “Hasso Mangilao” or “Remember Mangilao” ceremony to remember the suffering of victims forced to march to Manenggon and the persevering strength of the CHamoru people was held in front of the Mangilao Memorial at the mayor’s office Monday. An opening invocation was led by Father Joseph English from Santa Teresita Catholic Church. Our View: New approaches needed for illegal dumping Pacific Daily News View Comments Illegal dumping and littering on Guam have been perpetual problems for decades. Beaches are constantly trashed by thoughtless people, village mayors constantly have to clean up garbage, used appliances and other trash. Island cleanups scour the same places every year, and every year there is always more garbage to clean up. No matter how hard good people work to keep our island clean, there are even more people willing to trash it. Guam clearly needs to find new approaches to dealing with illegal dumping. On Thursday, a public hearing on Bill 116, the Litter Control Act, was held. Sen. Sabina Perez’s bill would increase penalties and allow more volunteers to issue citations as a way of expanding litter enforcement personnel. ....
