International Navies: Balancing Force Structure and Modernization

The International Navies issue is one of my favorites every year, perhaps because it reminds me of some of the  best moments of my Navy career opportunities to exercise and operate with allied and partner navies. This month, we have 28 foreign navy chiefs writing for the International Commanders Respond section the highest number ever. We asked them: “Given that every navy must deal with finite budgets and resources, how has your navy found the right balance between force size and force capability in terms of modern technology?” Here are their responses.
While we have a dedicated monthly column called “Need to Know,” there are two stand-alone articles this month that certainly fit that description. “China s Dual Command at Sea,” by Navy Captain Jeff Benson and Zi Yang, describes the bifurcated and parallel command structure that exists in all Chinese People’s Liberation Army (PLA) units, including PLA Navy ships. The fact that the political commissars are coequ ....

These 5 Aircraft Carriers Left Their Mark on the World's Oceans

Enterprise
sank, or helped sink, three IJN carriers and a cruiser at the Battle of Midway in 1942; suffered grave damage in the Solomons campaign, yet managed to send her air wing to help win the climatic Naval Battle of Guadalcanal; and went on to fight in such engagements as the Philippine Sea, Leyte Gulf, and Okinawa. That s the stuff of legend.
Anyone who s tried to compare one piece of kit ships, aircraft, weaponry of various types to another will testify to how hard this chore is. Ranking aircraft carriers is no exception. Consulting the pages of

Israel's Nuclear Submarines are Netanyahu's Ace in the Hole

The most survivable arm of the nuclear triad is typically the sea-based one.
Here s What You Need to Remember: Having three submarines in operation generally means at least one is at sea at any particular time, a necessity for a sea-based nuclear deterrent. The Dolphin class reportedly carries up to sixteen torpedoes and missiles; if the submarines’ primary task is nuclear deterrence, half of its weapons space might be allocated for carrying nukes. The result is that at any given time Tehran is likely in the nuclear crosshairs of an Israeli submarine.
Israel’s submarine corps is a tiny force with a big open secret: in all likelihood, it is armed with nuclear weapons. The five Dolphin-class submarines represent an ace in the hole for Israel, the ultimate guarantor of the country’s security, ensuring that if attacked with nukes, the tiny nation can strike back in kind. ....

The U.S. Navy Does Not Want to Battle the Kilo-Class Submarine

The U.S. Navy Does Not Want to Battle the Kilo-Class Submarine
A submarine meant nearly as an afterthought for Soviet allies became a legend in the eyes of NATO.
Here s What You Need to Remember:
The propulsion plant is isolated on a rubber base so it doesn’t touch the hull, preventing vibrations from turning into noise that can be heard outside the boat.
Unlike the United States Navy, which went all-in on nuclear power, Russia maintains fleets of both diesel and nuclear-powered submarines. A land power encompassing much of Eurasia, Russian submarines are based much closer to “the action” than American submarines are. While Russia maintains nuclear submarines for distant ocean patrols, its fleet of diesel submarines is more than adequate for conflicts in Europe, the Middle East and the Russian near abroad. ....

China's First Nuclear Submarine Was an Underwater Chernobyl

The Chinese Navy s new submarines will be much better than its first.
Here s What You Need to Remember: Their old subs are not that stealthy.
In 1974, the People’s Liberation Army Navy (PLAN) accepted delivery of the country’s first nuclear-powered submarine. Long a cherished goal of Chairman Mao himself, the design was initially a disappointment. Despite their less than ideal performance, the Type 091 Han-class submarines will ultimately be remembered as Asia’s first indigenously produced nuclear attack submarines.
According to historian Benjamin Lai, author of
The Dragon’s Teeth, China first expressed interest in developing nuclear missile submarines as early as 1958. The project then stalled for several years, a period coinciding with the Great Leap Forward, but was revived in 1965. Beijing ultimately decided on a more pragmatic approach, building an attack submarine first and only then a missile submarine. The reasoning was that to produce an attack ....
