Treasurer Beth Pearce announces successful bond sale | Vermont Business Magazine

Vermont Business Magazine Vermont State Treasurer Beth Pearce today announced that $153.3 million in State General Obligation bonds were successfully sold last week in three separate series, generating proceeds of $183.1 million, including a premium of $29.8 million. The bonds were issued to fund new capital projects and to refinance existing debt with lower interest rates.
The refinancing portion of the transaction saved the taxpayer over $7.6 million in borrowing costs on a net present value basis.
Additionally, the Series A new capital projects portion of the bonds raised $98.8 million in proceeds and was issued at an attractive true interest cost of 1.43%, while the true interest costs for the shorter Series B and C refinancing bonds were 0.63% and 0.66%, respectively. ....

The last thing you do in the middle of a crisis is kick the can down the road. Yet, thatâs exactly what the legislature just did on Vermontâs mounting pension liabilities.
Earlier this year, State Treasurer Beth Pearce delivered a long overdue message to the legislature â calling for painful cuts in order to keep the state employeesâ and state teachersâ pensions operation. This comes years after resisting calls for structural reform to the pension system.
However, the treasurer deserves recognition for having the courage to at least present a plan. The legislature did too â with leadership in the House Government Operations Committee unveiling its own similar plan. ....

I read the recently released Treasurer s Office report on the state employeeâs pension plan and Treasurer Pearceâs plan to pay down the pensionâs unfunded liability. I commend the treasurer for taking this matter seriously and to be clear, the current slate of elected officials, including Treasurer Pearce, merely inherited the pension issue. This problem originated well over two decades ago.
Since retiring a few years ago, I have been very hesitant to write editorials knowing how difficult government leadership positions can be and the problems they wrestle with daily. That said, few things strike a chord in me like the state employeeâs pension plan. When I started working for state government in 1992, no one ever asked me if I wanted to participate in the plan.
