Our systems have helped the rich get richer. Asking them to pay their fair share at such a critical time is reasonable, the one of the bill s sponsors said. (Shutterstock)
PROVIDENCE, RI A proposed law seeks to close Rhode Island s budget gaps by increasing taxes on the state s top earners. If signed into law, the top 1 percent of earners would see a 3 percent increase on their tax bill.
The bill calls for the addition of a new state tax bracket with a marginal rate of 8.99 percent on all earnings over $475,000. Under the current law, taxes cap out at 5.99 percent. ....

Progressive Charlestown: Despite a difficult year, Rhode Island passed a decent 2021 budget – We can do better for 2022

Despite
these 2021 Budget wins, the 2022 budget battle may be harder, as some of the
key battles were avoided due to a smaller than worst-scenario budget gap of
$275m versus a projected $900m. One of the lines in the General Assembly press
release reads, ominously, “The bill includes no cuts to state agencies that
would result in staff layoffs
at this time.”
Emphasis mine.
Layoffs
of public sector employees have cascading effects. These layoffs inevitably
result in an increase in unemployment, but also contribute to a decrease in
public services, as understaffed government agencies struggle with staff
shortages.
The 2007 layoffs led by Republican Governor Donald Carcieri and his Democratic enablers such as ....

RI House and Senate to open session in remote locations as COVID rages

PROVIDENCE  The 2021 Rhode Island legislative session opens Tuesday with COVID-19 still raging, vaccinations months away for much of the population and disruption still dominating almost every facet of life.
In a sign of the times: Rhode Island s legislators will not start the new session in their ornate chambers, which got new paint, new rugs and new leather upholstery only a year ago and $166,000 worth of plexiglass partitions in mid-pandemic.
They will instead meet, take their socially distanced oaths of office, and elect their leaders at Veterans Memorial Auditorium (for the House) and Rhode Island College s Sapinsley Hall (for the Senate).  ....

Progressive Charlestown: Essential workers in RI struggle to make ends meet

Treat essential workers as essential
The Economic Progress Institute released its biennial Rhode Island Standard of Need (RISN) report which shows what it costs to live in Rhode Island. The RISN calculates a no-frills budget that includes the cost of housing, food, transportation, health care, child care, and other basic necessities.
It also highlights how federal and state work supports help Rhode Islanders meet the costs of basic needs. This year’s report also looks at racial and ethnic disparities in the ability of Rhode Islanders to meet basic needs and how additional government support has helped essential and other workers and their families during the COVID-19 pandemic.  ....
