Mayor Proposes Grand a Month for Low-Income Angelenos that Will Cost Billions the City Does Not Have


LA WATCHDOG The Mayor’s Proposed Budget calls for an “investment” of $24 million in a Universal Basic Income (“UBI”) pilot program that will provide 2,000 low income Angelenos with $1,000 a month in unrestricted funds for one year, a total of $12,000 for each participant.  
Modeled after the 
Stockton Economic Empowerment Demonstration, this  pilot is to designed to provide participants a degree of financial stability where they have better job prospects, avoid debt, alleviate stress, live healthier lives, and have a better quality of life. 
While this pilot program is being financed with one-time money from the Federal government, the City Administrative Officer stated that there may be a desire to continue this program, adding to the projected $138 million budget gap in the following year (FY 2022-23).   ....

The Next Step Against Child Poverty: Permanent expansion of the Child Tax Credit

Bread for the World celebrated the March passage of the American Rescue Plan, which includes immediate help for families, small businesses, and local governments devastated by the economic impacts of COVID-19. As I wrote last month, one feature in particular, expanding the Child Tax Credit (CTC), could lead to dramatic reductions in child poverty and hunger.
This piece explained how expanding the CTC makes more grocery money available to parents struggling to put food on the table. The catch is that the American Rescue Plan contains only a one-year expansion. I want to focus now on the need for advocacy to make it permanent. It will take additional effort for the policy improvements to make a lasting difference for children.  ....

COVID-19 took the world by storm in 2020, and the virus brought with it financial hardships and an economic recession all over the United States. Cities across the country banded together to mandate stay-at-home orders and required the use of masks in an effort to flatten the curve and prevent the further spread of the virus. As a result, many small businesses took some of the biggest hits financially and were forced to close either temporarily or permanently. In addition, the country has seen an inconsistent wave of regulations that differ from city to city. The United States currently has a total of 6.2 million reported cases of the coronavirus so far, and over 185,000 have died from the virus. ....
