Fate of Green Property back under consideration


An idea to turn an undeveloped piece of city property into a senior living project in Hermiston has hit a significant bump after the developer the city had planned to partner with backed out.
City Manager Byron Smith said during the Hermiston City Council’s April 26 council meeting that Paradigm Compass LLC had decided not to build a $4 million combination assisted living, memory care and independent living complex after all.
The city purchased a 20-acre parcel next to the Recycled Water Treatment Plant, known as the Green Property, in 2005 for $420,000, but plans to use it for recycled water cooling did not pan out. In late 2020, Assistant City Manager Mark Morgan proposed giving a 7-acre piece of the property to a developer for free if they would build housing for seniors on it, which would provide what the city felt was a needed service, and generate revenue over time through property taxes and utilities. City of Hermiston anticipating $3.6 million in federal stimulus funds


HERMISTON — The Hermiston City Council is holding off on firm decisions about how to spend the $3.6 million the city anticipates from the American Rescue Plan, but city staff and councilors discussed a list of ideas during their Monday, April 26, meeting.
The latest federal stimulus package, designed to speed recovery from the pandemic, includes direct payments to cities and counties to help make up for lost revenue and spur local recovery programs. City Manager Byron Smith said the city expects to get $3.6 million — half this summer, and half in summer 2022.
The city has lost about $800,000 in revenue from the pandemic, mostly from the early shutdown of the aquatic center in summer 2020 and loss of rental fees at city-owned venues, including park shelters and the Eastern Oregon Trade and Event Center.
