BATON ROUGE, La. (AP) A bid to abolish involuntary servitude as criminal punishment in Louisiana failed in its first legislative hearing Tuesday, with Republican lawmakers rejecting the proposal despite arguments the constitutional language allows a form of slavery in prisons.
The House civil law committee voted to stall the proposed constitutional change by Rep. Edmond Jordan and keep it from reaching the full House for debate. Nine Republicans voted against the measure, while five Democrats supported it.
Jordan, a Baton Rouge Democrat, said the language in Louisiana s constitution stems from the state s history of slavery, segregation and convict leasing. He described his proposal as “righting a wrong and correcting history.” ....

BATON ROUGE, La. (AP) - Lawmakers on a Louisiana House committee Tuesday narrowly refused to advance a proposal to prohibit transgender athletes from competing on girls’ sports teams in schools.
By a one-vote margin, the House Education Committee rejected the bill by Houma Republican Rep. Beryl Amedee. Five lawmakers on the panel voted for the measure, while six voted against it. Two Republicans joined Democrats on the committee in opposing the proposal.
That vote isn’t certain to end the debate for the legislative session, however. A similar proposal by Sen. Beth Mizell, the Senate’s second-ranking Republican, awaits debate on the Senate floor after winning the backing of that chamber’s education committee. ....

The Louisiana House voted overwhelmingly Wednesday to create a single commission to oversee sales tax collection statewide, though some expressed concern the details haven’t yet been hammered out.
House Bill 199 by Republican House Speaker Clay Schexnayder would create an eight-member board to oversee tax collections statewide. Traditionally under Louisiana’s unusual system, local officials have collected local taxes, which they have argued ensures they get their revenue in a timely manner and can spend the money they way local taxpayers and voters want it spent.
Business advocates, however, say the current system is difficult for taxpayers who sell to multiple jurisdictions to navigate and is not well suited for the modern age of online sales. The decentralized approach, found in only three states, contributes to Louisiana’s poor grad ....
