Comitta Calls For Continuing Remote Council Meetings, Code Change

Carolyn Comitta (D-156th) wants support in allowing for remote municipal meetings to continue, without a requirement that a quorum of board members meets in person. The Senator sent a memo on June 8 to all state senators asking for their support in changing the state s Borough Code requirement to allow remote meeting options as the Commonwealth moves into post-pandemic life. Comitta said it became clear during the early stages of the COVID-19 pandemic that some municipal codes made it difficult for councils and other governing bodies to conduct official business using the internet.

New bill would allow remote borough council meetings beyond pandemic

Harrisburg, Pa. – A bill to allow municipal officials to meet remotely even after the COVID-19 emergency ends was introduced on Friday in the state House of Representatives. Title 35 was changed last April to allow municipalities to remotely meet during disaster emergencies but boroughs must resume in-person meetings once the current emergency ends. The bill introduced by Rep. Perry S. Warren (D-Bucks) would amend Title 8, the Borough Code, so that remote participation always would be sufficient to constitute a quorum. Local officials and the public could meet via devices that allow for audio communication at a minimum, such as phones or computer terminals.
