A Solution to Ending Homelessness Might Be in the Data


On a dewy January morning, clipboard-toting volunteers met up in communities across the U.S., including Eugene, to walk through streets, parks, encampments, underpasses and woodland areas asking those they came across, “Where did you stay last night?” 
Every year, the Department of Housing and Urban Development (HUD) conducts its annual point-in-time (PIT) count. For one day, community members complete a headcount that feeds Congress’ national report for how many people are experiencing homeless for that year. The 2020 count estimated 580,466 people nationwide were homeless, according to HUD. 
But advocates are beginning to wonder how accurate this number is, and why we continue to collect a snapshot of an issue that changes daily. These questions hit home in a place like Eugene, which is a leading city for homelessness per capita, according to HUD’s 2020 data.  ....

Los Angeles County’s annual homeless count is a civic ritual bringing thousands of volunteers together in a common cause. It is also a reckoning with the shortcomings of all that’s been done to salve the county’s most perplexing human crisis.
So its cancellation this year due to the risk of spreading the coronavirus has had a multifaceted fallout a loss of civic engagement, uncertainty over how much the COVID-19 pandemic has added to homelessness and, possibly most consequential, the potential loss of federal dollars that would be triggered by a higher count.
But for those who see sharp and timely data as a keystone in the fight against homelessness, the hiatus has created an opportunity to reimagine a process that is inherently blunt and slow. ....

WASHINGTON (Thomson Reuters Foundation) - As U.S. President Joe Biden vows to tackle the country’s housing affordability crisis, one group is trying to convince cities they can end homelessness outright armed with one thing: better data.
For homeless service providers across the United States, late January means the “point-in-time” count, in which volunteers spend a single night combing streets, parks and forests for people sleeping rough, or living in cars or tents.
The federally mandated count offers a key snapshot of the unhoused population, but the data has long been criticized by some homelessness advocates.
“It’s crazy,” said Jake Maguire, co-director of the anti-homelessness program Built for Zero at the national nonprofit Community Solutions. “We’re told it’s scientific, but it produces a very uncertain number.” ....

BAKERSFIELD, Calif. Extreme poverty and homelessness have long been community challenges, but when the COVID-19 pandemic hit, finding solutions became more difficult.
But in spite of everything in 2020, Bakersfield in Kern County managed to achieve functional zero for chronic homelessness, defined as homeless for more than a year or repeatedly over three years.
Now we re at a point where if somebody becomes known to us and they meet this definition, we re able to essentially house them within one month, said Anna Laven, executive director of the Bakersfield-Kern Regional Homeless Collaborative. ....
