Forgiveness not permission: A feminist foreign policy


China’s increasing attention to the Pacific region has created an uncomfortable bind for Australian foreign policy: should Canberra try to compete on economic grounds, knowing that it can’t outspend Beijing, or find another way to differentiate itself?
Last week, former Department of Foreign Affairs and Trade Secretary Peter Varghese called on Australia to do the latter and respond to China with a values-based approach.
For this goal, announcing a feminist foreign policy would be a bold way for Australia to frame a values-driven policy based on equality, human rights and democracy, not only in dealings with China, but the region and indeed the rest of the world. This relatively new policy approach places gender equality at the centre of international development, diplomacy and trade. ....

Some EU member states - such as Sweden and France - have declared to pursue a Feminist Foreign Policy. In June 2020, the Centre for Feminist Foreign Policy released a report, commissioned by the Greens/EFA in the European Parliament, in which it argued for “A Feminist Foreign Policy for the European Union”. Among other things, such a Feminist Foreign Policy calls for disarmament, reversing militarisation, and prioritising human security. While in fact, the EU’s latest Action Plan on Women, Peace and Security is more ambitious than previous proposals, EU leaders are also moving towards a more military approach when it comes to security and development objectives. For example, the new European Peace Facility allows the EU to deliver and finance arms for third countries. ....
