185 city gas distribution projects may get extension

Synopsis
The second wave of the pandemic, which has resulted in record infections and deaths in the past two months in the country, has also hampered the progress of city gas projects in several places as most states have imposed lockdowns, restricting the mobility of men and material.

The Petroleum and Natural Gas Regulatory Board (PNGRB) may grant another extension to about 185 city gas distribution projects hit by the second wave of Covid-19. This would help city gas licensees avoid penalties for missing work programme targets and avail extended exclusivity period.
Synopsis
The tariff proposed by the company is lower than the pipeline’s current tariff of Rs 16.46 per mmBtu, which the PNGRB had determined for three years ending March 2021. The current tariff is much lower than Rs 38.45 the company had proposed to the regulator.
The 132-km-long pipeline has an economic life of 30 years extending to 2040 and a capacity of 9.5 million metric standard cubic meters a day (mmscmd).
India Oil Corp has sought a rate of Rs 14.59 per mmBtu for its Dadri-Panipat natural gas pipeline in its tariff revision plea filed with the Petroleum and Natural Gas Regulatory Board, which will take a final call after wider consultation.
IEX Offloads Stake in Indian Gas Exchange
The Indian Energy Exchange (IEX) on March 10 said it has divested 26% equity holding in its subsidiary Indian Gas Exchange (IGX) to the National Stock Exchange of India. IEX has also sold 5% equity to state-run explorer ONGC.
IGX is India s first gas exchange after it secured authorisation from Petroleum and Natural Gas Regulatory Board (PNGRB) in December last year. IEX recently announced the strategic investments of 5% each by leading players in the gas value chain – Adani Total Gas, Torrent Gas, and Gail in IGX.
According to IEX, IGX has an eco-system of more than 6,500 market participants which includes all the distribution utilities in the country, the power generators as well as more than 4,500 open access consumers. Indian state-run oil and gas explorer ONGC will form a subsidiary to focus on gas and LNG business, it said in a February 13 statement.
“Board has approved the creation of a new wholly-owned subsidiary company for focusing on gas and LNG business value chain subject to necessary approvals,” it said.
