On Tuesday, the City Council approved $51.1 million to support struggling households. The money comes from the federal government. Last year, Phoenix got $29.2 million in federal coronavirus relief funds and reached more than 5,700 households. This latest funding has stricter requirements for renters and the city. “We have to track who gets the funds by gender, by race, you know as well as income levels. We also have to track acceptance rates, so those things also become very labor intensive for us to capture that data, monitor that data as well as report it back to the United States Treasury,” said Jeff Barton, assistant city manager. ....

(Courtesy of Preserve PHX on Facebook) The Phoenix City Council approved several zoning changes Wednesday that will allow the owners of a historic downtown structure, known as the “Arizona Hardware Supply Co.” to build a 26-floor mixed use tower called The Blue. The site on the southwest corner of 1st St. and Jackson St. is located in the city’s Warehouse Historic District, and the zoning changes were opposed by the city’s Historic Preservation Office, calling it an “unprecedented case” of the city removing historic designation from a building still standing. ....

But homeless service providers didn’t get all they wanted. Existing zoning limited the campus near 13th Avenue and Madison Street to 425 beds. Wednesday night, the council approved adding 275 more shelter beds near downtown, along with 200 more beds during harsh weather. But the majority of council members did not support a new 100-bed low-barrier shelter. Low-barrier shelters usually have fewer rules and welcome people as they are. The motion approved by the council defined low barrier as servicing people convicted of sex offenses, actively using drugs and/or those carrying weapons. ....
