County Bill Would Hasten Replacement of Indoor Mercury Service Regulators Montgomery County Council will hold a public hearing Tuesday afternoon on a bill that is designed to replace indoor mercury service regulators more quickly. This is the device that has been blamed for causing the explosion and fire at Flower Branch Apartments in Silver Spring that resulted in the deaths of seven people, injured dozens and dislocated many more. When an indoor mercury regulator does not work properly, gas can build up and cause an explosion and fire, Council President Tom Hucker explained during a news briefing Jan. 25. The Aug. 10, 2016 accident was “entirely preventable,” Hucker said, which is why he wants to make sure all indoor mercury service regulators are replaced at properties in the county. Washington Gas has agreed to replace the regulators but has told the county that some of the regulators were installed so long ago, they do not have records on their locations. ....

Seven people died and nearly 70 were injured in the explosion on Aug. 10, 2016. The explosion prompted multiple lawsuits, and a review from the National Transportation Safety Board (NTSB), which concluded in 2019. The NTSB determined that the fire started in a vent room when a failure of a mercury service regulator, which was disconnected from a vent line, caused natural gas to enter the room. ....
Washington Gas Fined $750,000 for 2016 Explosion at Flower Branch Apartments Washington Gas Light (WGL) was fined $750,000 for failing to inform the Public Service Commission that it had not replaced all its mercury regulators as promised, which were found as the probable cause of the gas explosion and death of seven residents at Flower Branch Apartments in Silver Spring on Aug. 10, 2016. The commission fined the utility company Dec. 18, noting that WGL had committed to replacing its mercury regulators by 2012 and never updated the commission that it had not completed the work. It still has not replaced all the mercury regulators and told MyMCM it will take another eight years to remove the remaining ones. ....
