Wilkinson said the split-level raft, tied together by rope, looked to be made from old polystyrene panels and wooden planks. A 15-horsepower outboard had been attached to the raft s smaller platform. There had been no attempt made to seal off the edges of the raft, so the polystyrene was being exposed to the wind and the waves. While I was there the little raft bumped up against the larger one and knocked bits of polystyrene off.
