The Fire and Police Commission is scheduled to consider Sgt. Bradley Blum’s promotion Thursday, which would be his second in the last six years. Blum was fired in 2005 by then-Chief Nannette Hegerty for gross neglect of duty and failing to protect Jude while off-duty officers cruelly beat him outside a Bay View party. But the commission eventually overturned Blum’s firing and instead gave him two 60-day suspensions.
