DHEC issued citation to health facility where Jamal Sutherland was arrested Heath Ellison © Provided by WCIV Charleston The South Carolina Department of Health and Environmental Control announced today that it has issued a citation to the mental health facility Jamal Sutherland was arrested at in January. DHEC investigated Palmetto Lowcountry Behavioral Health on May 20. The citation was issued because the facility failed to report the Jan. 4 incident. The facility has until June 4 to submit a plan of correction to DHEC for approval. Sutherland, a patient at Palmetto Lowcountry Behavioral Health, was receiving care for schizophrenia and bipolar disorder. He was arrested by North Charleston police for misdemeanor assault after a fight at the facility. Sutherland died at Al Cannon Detention Center less than 24 hours later, after he was shocked repeatedly by stun guns during a forced extraction from his jail cell. The press conference was held at the Al Cannon Detention Center in North Charleston where Sutherland died. The family of a mentally ill Black man who died behind bars after being restrained by white deputies took to the streets of Charleston Wednesday afternoon, less than a day after they were awarded $10 million as part of a civil settlement. Lawmakers, community activists and protesters surrounded Amy Sutherland as she demanded justice for her son, Jamal, in front of the solicitor’s office downtown.
