Beaming broadly as she faced the Prince of Wales in a gilded chamber at St James’s Palace, Cressida Dick was about to achieve another career high. A police officer of 38 years, she appeared exhilarated last Wednesday when receiving a damehood in recognition of her public service.
But storm clouds routinely follow the chief of Scotland Yard, and for Dick, more than most.

In the mid-90s, Simon Woolley believed British politics was largely indifferent to minority communities. In 1995, there had been riots in Brixton, south London, after Wayne Douglas, a 26-year-old Black man, had died in police custody, while, after a spate of street robberies, Paul Condon, commissioner of the Metropolitan police, had written a letter to 40 Black community leaders, saying: “Many of the perpetrators of mugging are very young Black people.” The Macpherson report, which found there was “institutional racism” in the Met, was four years away. There were just seven ethnic minority MPs in parliament. ....

David Staples was a first-year biochemistry student at the University of Oxford’s Magdalen College when he entered the world of Freemasonry. Born in south-east London to a working-class family, the young Staples was already trying to make sense of the archaic rituals of the university when he noticed a housemate slipping out twice a term for a clandestine appointment, and returning late in the evening.
Eventually Staples asked where he was going, and was invited to see for himself. A while later he was presented with a date and a time to arrive at the nearest Masonic lodge, with no further instructions. ....
