Juan Cruz, 52, wheeled a cart out the door. He’d noticed that rain from the night before had caused his roof to leak, and he’d bought a tarp to cover it, hoping to stay dry if things got worse. Mr. Cruz, a mechanic, said he lived through Hurricane Mitch in Honduras and remembered the devastation. The storm killed his neighbors, flooded roads and tore up bridges, he said.

The February winter storms that left Texas shivering and in the dark for days revealed weaknesses in Dallas’ emergency plans to respond to severe weather. No one wants a rerun of that crisis, so it would be foolish not to prepare for something like it now that we’ve been tested. We’re glad city officials are proposing solutions in case of another widespread blackout.

Members of Dallas Fire-Rescue and the Visiting Nurse Association of Dallas will give out Moderna vaccines to residents enrolled in the nonprofit’s Meals on Wheels program starting Monday around 9 a.m., said Rocky Vaz, Dallas’ emergency management director. That brand requires two shots about four weeks apart in order to be effective.
