GOP makes fresh push to end Minnesota's emergency powers


MINNEAPOLIS (AP) Republican legislative leaders made a fresh push Wednesday for ending Democratic Gov. Tim Walz’s reliance on emergency powers to manage the COVID-19 pandemic, while state health officials reported continued progress on vaccinations and other key measures.
Rep. Barb Haley, of Red Wing, and Sen. Jeff Howe, of Rockville, touted a bill that they said would preserve Walz’s ability to procure and distribute vaccines, and to obtain federal aid, while restoring the normal balance of power between the governor and Legislature.
But the two lawmakers joined by Senate Majority Leader Paul Gazelka, of East Gull Lake, and House Minority Leader Kurt Daudt, of Crown said they got a cold reception late last week when they presented Walz with their proposal, which they said is based on Alaska’s “off-ramp” for ending its emergency declaration. ....

Work-from-home orders, business and school closures, indoor mask mandates all made every resident of the state aware that Walz had extraordinary powers — and was using them in ways that touched their lives. Month after month Walz extended his declaration by 30 days, an act that allowed him to create more than 100 executive orders, ranging from the licensing of truck drivers and medical staff to the hurried purchasing of medical supplies.
Courts in the state and elsewhere consistently ruled that a state of emergency meant executives could act as one-person legislatures to enact measures to respond to the pandemic. But emergency powers also became one of the most divisive issues in American politics. ....
