Health report not must for appraisal, Lt Governor eases norms for Delhi government employees

NEW DELHI:  In view of the pressure on medical infrastructure in the national capital during the pandemic, Lieutenant Governor Anil Baijal has approved temporary delinking of submission of medical report from the Annual Performance Appraisal Report (APAR) of Delhi government employees aged 40 years and above. The mandatory annual health checkup for these employees has also been waived off. 
In August 2019, the L-G had accorded approval to the proposal for mandatory annual health checkup for improving overall productivity and efficiency of administration. Previously, only officers of all-India services were required to undergo an annual test of their general state of health. ....

Legal aid, quality food among Delhi Commission for Women's recommendations to Tihar authorities

NEW DELHI: Decongestion of prison cells, separate toilets with door within the cells, provisions for proper legal assistance, deployment of psychiatrists and counselors, quality food and payment of wages without deduction are among a slew of recommendations made by the Delhi Commission for Women (DCW) for the welfare of inmates lodged in Tihar Jail s women wards.
DCW’s Swati Maliwal last week had visited the jail Number: 6, where women inmates are lodged. Based on her interaction with officials and prisoners, a report has been sent to Sandeep Goel, director general (DG), prisons for immediate action.
According to the DCW, three women inmates were kept in a small room in inhumane conditions with an attached toilet which had no door.  ....

Changes proposed in DDA Act, 1957 for ease in land pooling

NEW DELHI: For effective implementation and facilitation of its ambitious land pooling policy, the Delhi Development Authority (DDA) has proposed amendments to the DDA Act, 1957. The draft for modifications has already been sent to the Ministry of Housing and Urban Affairs for vetting and notification thereafter.
DDA vice-chairman Anurag Jain said changes in certain statutory clauses including stamp duty provisions are mandatory, as these are creating hurdles on the ground during implementation. “It will require certain statutory provisions to make land pooling policy mandatory, besides stamp duty exemption. Without these two things, implementation on the ground is difficult,” Jain said at a webinar held to explain the draft Master Plan of Delhi- 2041 recently.  ....

NEW DELHI:  A growing disenchantment with the state leadership and ‘poor planning’ for the upcoming municipal elections are causing concern among workers and senior functionaries of the Bharatiya Janata Party in Delhi.
Two recent incidents a ‘revolt’ by two of its spokesperson against the top brass and exit of a prominent councilor from northeast Delhi have triggered fresh rounds of frenetic discussion in the party circles on possible departure of prominent leaders including incumbent and former municipal councillors before the elections scheduled early next year. 
A couple of senior Delhi BJP leaders and former office bearers have suggested that nearly 70 colleagues including councillors, willing to switch over, are in touch with the rivals particularly the Aam Aadmi Party.  ....
