While she said the changes are likely meant to protect the structure, she’s concerned the boarded-up windows may create the impression the once-bustling store that opened in 1926 is now derelict and unwanted.
(This) gives heritage buildings a misrepresentation of what they stand for, that they no longer have a use, Tugwell said.
The Bay has been granted heritage status, which means it can’t be torn down.
For years, the building’s future has been debated, as the Bay gradually reduced its use of the spacious structure from six floors to two before closing. ....

The former Hudson s Bay store in Downtown Winnipeg was the topic of conversation Thursday afternoon at a virtual summit held by Heritage Winnipeg to discuss the historic structure and its significance to the city.
The Bay closed late last year and Heritage Winnipeg is looking at what it should be used for next.
During the summit, there were several speakers that ranged from historians and architects to real estate professionals and urban planners.
Mary Rowe, who is the president and CEO of the Canadian Urban Institute, was one of the speakers during the event and said now is the time to get creative with the empty landmark and all ideas should be discussed. ....

South Osborne community calls for historic Rubin Block to get a new lease on life

A Winnipeg building built more than 100-years-ago has sat vacant for more than half a decade. Advocates are calling on the owners to give the shuttered building a second lease on life, and want the city to step in and make it happen.
The Rubin Block sits at the corner of Morley Avenue and Osborne Street. While it is now empty and boarded up – many in the community see its potential as a way to revitalize the community and use its 21 apartments and retail space to provide affordable housing in the city.
It s a very important block on the corner of Morley and Osborne to the community, to South Osborne, said Cindy Tugwell, the executive director of Heritage Winnipeg, one of the groups that have been advocating for the building for nearly five years. ....
