Hofmeister, 33, of 2976 Illinois Route 104, Franklin, was arrested at 2:29 a.m. Monday on charges of possession of drug paraphernalia and possession of adult-use cannabis and cited on a charge of having an obstructed registration plate after the car he was driving was stopped at North East and State streets. A passenger in his car, Samantha G. Talkington, 30, of 224 S. Pearl St., Palmyra, was arrested on charges of possession of methamphetamine and possession of a controlled substance, according to police reports. • Toney L. Prather, 23, of 650 S. Prairie St. was arrested at 9:06 a.m. Sunday on a domestic battery charge after being accused of hitting someone in the face several times. ....

Main St. was arrested at 6:35 p.m. Monday on a domestic battery charge after being accused of punching someone in the face and breaking a television set. ACCIDENTS • Harold D. Winters, 80, of White Hall was cited on a charge of improper lane use after the car he was driving and one being driven by Ashley M. Whitaker, 34, of White Hall collided at 2:02 p.m. Monday in the 500 block of East Morton Avenue. VANDALISM • A brick was thrown through the windshield of a car between 6 p.m. Monday and 7 a.m. Tuesday while it was parked in the 800 block of South Church Street. ....
