They flatly refused all reasonable solutions proposed by the industry, even to the point of disallowing cruise ships anchoring offshore in Canadian waters for a few hours to accommodate the Jones Act. Considering this hard-nosed and unfriendly attitude, it is no surprise that the Americans would respond as they have.
