Carter County Commission votes down $3 5 million bid for countywide communications system

ELIZABETHTON — In a special called meeting on Monday evening, the Carter County Commission soundly voted down a bid of $3,428,687.40 for a new countywide communications system that would have provided up-to-date radio communication for 10 agencies, including law enforcement, emergency medical services, and fire departments. The motion was to vote down the $3.5 million bid and to start over with a new request for proposals for a countywide communications system. According to the Carter County Clerk’s Office, the vote to reject the bid was 19-2, with three absences. Isaiah Grindstaff and Thomas Proffitt were the only “no” votes. Mike Hill, Randall Jenkins and Gary Bailey were absent.

ELIZABETHTON — It appears that a mountain bike project on the Hampton Springs Watershed is receiving support from both City Council members from Elizabethton and county commissioners from Carter County. The latest incident of cooperation was on display Monday evening in the meeting of the Budget Committee of the Carter County Commission. The Budget Committee voted to recommend the county donate $75,000 to city-owned property at the watershed to help expand a mountain bike trail system. Wesley Bradley, trail liaison with the Southern Off-Road Bicycle Association, discussed the various phases of trail development on the 238-acre hilly watershed property the city owns in Hampton, just blocks from Hampton High School and Hampton Elementary School. ELIZABETHTON — The further development of a mountain bike riding park brought together leaders from Elizabethton and Carter County on Wednesday afternoon for an exploratory session. Over the past several years, Elizabethton has slowly developed a small system of bike trails in a 238-acre hilly watershed property the city owns in Hampton. Although the property is several miles from Elizabethton, the city owns it because the springs flowing in the area provide over half of the city’s drinking water. The watershed above the springs were purchased to protect the area from development and pollution. The city’s Parks and Recreation Department has begun developing mountain bike trails on the property, and has expanded the trails by renting 52.75 acres of undeveloped land from adjacent Doe River Gorge Ministries. The result is the potential development of several miles of bike trail on elevations ranging from 1,800 feet to 3,100 feet that could be made into loops easy enough

Pandemic has created unusual budget season in Carter County

ELIZABETHTON — With less than two months left until the new fiscal year begins, the various departments of the Carter County government are making final transfers of funds in this year’s budget. Besides the normal adjustments made at the end of the year, departments are also making adjustments for the unprecedented impacts on the budget brought by the COVID-19 pandemic. The Budget Committee of the Carter County Commission heard several requests for budget adjustments during its monthly meeting on Monday night. Several of the adjustment requests came from the Carter County Sheriff’s Department, which saw several impacts in its jail operations as a result of the pandemic.
