ISLAMABAD: In a new development, one of the leading private players in the LNG sector, the PGPCL (Pakistan Gas Port Limited), has sought allocation of pipeline capacity for transmission of 150mmcfd of RLNG on a three-month rolling basis.
The PGPL has written a letter to OGRA, seeking the pipeline capacity allocation keeping in view the latest decision taken by the Cabinet Committee on Energy (CCOE) on February 4, 2021. The CCOE decided that in order to provide fair and level playing field to the new LNG terminal, the existing available capacity in the pipeline will be allocated to any applicant, meeting the requisite criteria for three-month rolling basis till such time the new terminals achieve commercial operations date (CoD). As per the letter to OGRA, the Pakistan GasPort Limited (PGPL), the owner of PGP Consortium Limited (PGPC), has placed the request seeking for the pipeline allocation capacity of 150mmcfd on a three-month rolling and ....

ISLAMABAD: The government is likely to sublet unutilised and surplus capacity at existing Liquefied Natural Gas terminals to cut LNG tariff and restrict their further expansion to give a clear signal to private parties for investments in commercial terminals.
An inter-ministerial committee, led by Planning Commission’s deputy chairman Dr Jahanzeb Khan and also comprising secretaries of finance, petroleum and maritime affairs, appointed by the federal cabinet, arrived at this conclusion though it linked a final decision on the quantity of surplus or excess capacity and its viability to a technical study by an international consultant. ....

In a new development, Pakistan’s private sector is going to introduce an innovative concept of virtual pipelines through cryogenic bowzers.
Currently, Pakistan has two floating liquefied natural gas (LNG) terminals in Karachi with handling capacity of around 1.3 billion cubic feet per day (bcfd) of LNG.
With the new concept of virtual pipelines, the government will open up the LNG market for the private sector to ship gas through such pipelines. Under this project, the private sector will not have to lay pipelines for gas transport. ....

The Oil and Gas Regulatory Authority (Ogra) on Thursday raised a set of questions regarding documents of agreements of Energas, which is seeking a licence for sale and marketing of regasified liquefied natural gas (RLNG).
The regulator questioned about contracts with LNG suppliers, customers, capacity allocation, timeframe of imports and volume of gas.
During a public hearing, it was noted that Energas and Tabeer Energy required capacity allocation of an operational terminal for sale and marketing of LNG.
Energas and Tabeer Energy had submitted an application seeking licence for sale and marketing of LNG. The two companies are also setting up LNG terminals in Pakistan. ....
