CHARLESTON â Legislation to phase out the state personal income tax in annual multiples of at least $150 million passed the House of Delegates Monday on a 77-23 vote, with multiple unresolved questions about who the bill will help or hurt. Offered as a counterpoint to Gov. Jim Justiceâs plan to cut income taxes by 60% in the first year, House Finance Chairman Eric Householder, R-Berkeley, conceded Monday that House Bill 3300 is intended, in part, to curb state government. âIt does control the growth and rate of spending,â he said. âThat is important because many of our citizens have real concerns that growth in state spending is out of control.â ....

THE ROWAN REPORT: Session at halfway point Mineral Daily News-Tribune By Del. Ruth Rowan Thursday, March 11, 2021, marked the halfway point for this year’s legislative session. Fifty-four House bills have passed the full House and 22 bills have completed legislation. The Governor has signed six of those bills. Among those bills was HB2906. This was a great bill for the West Virginia Schools for the Deaf and Blind as it increased the discretion of the School Building Authority to spend up to 10% of their annual construction and major improvements budget for projects at vocational programs throughout the state as well as WVSDB. At present the limit is 3%. ....
Roane superintendent tells SBA county cannot build a new middle school on its own By March 15, 2021 - 10:29 am CHARLESTON, W.Va. For a third time, members of the state School Building Authority are being asked to allocate funding for a new Spencer Middle School in Roane County. On Monday, Superintendent Richard Duncan was in front of the SBA making the county’s pitch for more than $15 million to build the new middle school next to Roane County High School. The Roane County project has been revised after previous restrictions. Under the latest plan, “We won’t be building an entirely new stand-alone facility. We’ll be building an adjacent facility that makes use of that shared space (with Roane County High),” Dr. Duncan said. ....
