Controversial teacher merit pay program goes unfunded amid pandemic

With less than a week before Gov. Tate Reeves must approve the education budget passed by lawmakers this year, a merit pay program he supports was not funded this year as a result of the COVID-19 pandemic.
The School Recognition Program, which provides bonuses for public school teachers in high-performing schools and those that improve their students’ achievement, went unfunded this year by the Legislature. And with less than a week before Reeves must sign or veto the state’s education budget, it is unclear whether he will push back.
Last year, Reeves partially vetoed the education budget because it did not fund the School Recognition Program, which he championed dating back to his time as lieutenant governor. Lawmakers overrode Reeves’ veto but also passed a separate bill for $28 million for the School Recognition Program. ....

More harm than good comes from issuing school grades. They brand schools, they pit schools against each other, they mar a school’s reputation in the community based on limited information, and they put excessive pressure on students and teachers through state mandated testing.
This happens every year, but this year is particularly problematic because the effects of the pandemic have not been uniform from school to school or from one community to the next. And with so many children having suffered directly or indirectly from the effects of COVID-19, it is unrealistic to think that school grades won t reflect that, punishing the very students, teachers and schools that have already suffered the most. ....

Legislative watchdog highlights problems with controversial School Recognition Program

Jackson â¢ A legislative watchdog committee is warning lawmakers that they do not have up-to-date information to make funding decisions for a teacher merit pay program, and the law as it exists is unclear about the state Department of Educationâs responsibility in administering it.
In a report released this week, the Joint Legislative Committee on Performance Evaluation and Expenditure Review (PEER) committee highlighted problems with the controversial Mississippi School Recognition Program and offered suggestions for how lawmakers could improve it.
The Mississippi Legislature in 2014 created the School Recognition Program, which provides financial rewards for educators in school districts with an A rating or districts that move up a letter grade. Since its inception, the Legislature has appropriated $98.6 million for the program, according to the report. ....
