A group called Responsible Vestal Zoning plans to hold a meeting Wednesday to discuss the board s vote to allow Landmark Properties of Georgia to proceed with the project. View Comments The one caveat all board members agreed to was that they would not accept a payment-in-lieu-of-taxes agreement for the planned 43-acre, 161-unit apartment complex in the hills south of the Vestal Parkway and in a rural area near Binghamton University. If this project were to come back and seek a PILOT versus tax payment, I would not be in support of that, Councilman John Fletcher said. Town Attorney David Berger assured the board that developer Landmark Properties would not be seeking a PILOT. I did speak with the project sponsor s attorney this afternoon and she said that there is no application, there has not been an application for a PILOT, and there is no intention to do so. ....
