The Mills River Planning Board voted 5-2 Tuesday to not recommend the approval of a special-use permit for the construction of a 92-unit townhome development on Banner Farm Road.
Moore & Son Site Contractors, developer and owner of the project, told the board in March the plan is to sell each duplex for $325,000 to $375,000 to meet a need for workforce housing. The units are proposed to vary in size from 1,200 square feet to 1,500 square feet.
Several board members said they couldn t recommend approval of the project because an approved sewer system plan had not been submitted, as required by town code. However, the developer argued that it s not possible to get such a plan until the project has been approved by the town, expressing his frustration with the code.
