Portland Police Unveil New Gun Violence Team

Dubbed the Enhanced Community Safety Team (ECST), the new unit will be tasked with investigating gun crimes and responding to high-level 911 calls involving a firearm. The ECST is framed as responsive gun violence unit, where GVRT attempted to be preventative a practice that fell prey to reported racial profiling.
This is a very high priority for us, said PPB Deputy Chief Chris Davis at an afternoon press conference. This is not just a a public safety issue, it s a public health issue.
The ECST will consist of three sergeants, six detectives, and 12 officers, many of whom already focus on gun crime investigations at the bureau. The biggest difference is that the ECST will have several of its officers on-call 24/7 to respond to gun-related emergencies. This change comes with a price tag: Davis estimates the police bureau needing to expand its annual budget by at least $350,000 to compen ....

A series of fatal shootings in the past week have pushed Portland’s homicides to 53 this year. This marks the most killings that the city has experienced since the early 1990s.
Since Saturday, four people of color have been gunned down in North, Northeast and Southeast Portland. The list includes 44-year old marijuana dispensary employee Michael Arthur, 23-year-old Uber driver Dhulfiqar Kareem Mseer, 53-year-old Kelley Marie Smith and 16-year-old Abdushukri Uren. Three of the shootings were the result of gang-related violence.
The increase in shooting-related deaths has mounted in an extraordinary year when the Wuhan coronavirus pandemic, social justice protests, wildfires and a contested presidential election have dominated headlines. ....
