Comal County Commissioners spent more than two hours receiving more than $116.9 million in 2022 budget requests and listings of priorities from department heads Thursday. Most requested additional computers and new vehicles, both now waning in availability due to the worldwide computer chip shortage attributed to COVID-19. Others, by county justices of the peace and constables, sought more personnel to handle more duties resulting from a county with explosive growth. âI thought it went very smoothly,â County Judge Sherman Krause said. âEveryone had an opportunity for input and to explain the requests â especially those for new personnel, reclassifications (of existing county positions), new equipment and new vehicles. ....
Comal County Commissioners will meet twice on Thursday, first taking care of routine matters before another session focusing on 2022 budget requests. The budget process began in May and usually concludes by the end of August. Budget request packets were sent to department heads May 14, returned to county Auditor Jessie Rahe in mid-June and presented to commissioners two weeks ago. âWeâre working on it right now,â County Judge Sherman Krause said last week. âItâs too early say anything about the numbers at this point.â The 2021 budget, totaling $107.988 million, went into effect Jan. 1. It is funded by the 2020 combined tax rate of 35.8515 cents per $100 assessed property valuation, with portions designated for county general operations, jury, indigent health, debt service, and road and flood control funds. ....
Comal County Sheriff Mark Reynolds on Tuesday confirmed five offenders tested positive for COVID-19 this week but disputed claims posted on social media on the severity of the first coronavirus cases at the new county jail. âDuring the normal (screening) checks five people tested positive â the first cases weâve had at the jail,â Reynolds said. âThey have been isolated in negative-pressure cells and quarantined away from the others. Itâs not a rampant outbreak, despite what others might be saying.â Comal has agreements with Bell, Hays and Coryell counties to house offenders at $65 per inmate per day, inside the local 582-bed lockup and has yet to board offenders held by San Antonioâs U.S. Marshalâs Service at $100 per offender per day. ....

Comal County Commissioners on Thursday will consider transferring $600,000 to pay for county office renovations, which in part will eventually be funded by boarding inmates from other Texas counties. First, SpawGlass Contractors will see $47,418 subtracted from its contingency and the countyâs share will increase by $134,003 after commissioners approve the 12th change order for the Annex project, most of which is designated for video communications, security cameras and doors and design changes to accommodate both. Previous change orders have increased the Annex renovations by $1.131 million, to $12.016 million, with Thursdayâs approvals extending the date of substantial completion from July 12 to July 22. Later in the meeting, commissioners will transfer $600,000 in budgeted funds to cover increased spending in all county construction projects. ....
