Santolina zone change will require do-over vote

With the New Mexico Supreme Court’s recent decision not to weigh in on the yearslong legal battle over Santolina, the planned community project is bound for a do-over vote by the Bernalillo County Commission to get its desired zone change.
Opponents of the project consider it a pivotal vote, contending that the rezoning is essential to proceed with the Rio Rancho-sized planned community.
Developers, however, see it as a more perfunctory matter, arguing that they already have something more meaningful with the approved Santolina Level A Master Plan.

The vote – which a county spokesman said is not yet scheduled – will follow years of legal wrangling over the development, which is planned to include more than 38,000 homes, business and industrial parks and more. ....

Guardian reforms bring more oversight

Gov. Michelle Lujan Grisham
An attempt by Gov. Michelle Lujan Grisham’s administration to push its own adult guardianship reform measure appeared dead last legislative session after running afoul of state judges who were concerned about its constitutionality.
What resulted – looking very little like the original bill – is a comprehensive new law that promises thousands of incapacitated adults under court-ordered guardianship more oversight of their cases by a new team of court auditors. It also sets up a pilot program in which volunteer court visitors will meet with those under guardianship to ensure their welfare.
Lujan Grisham personally worked with judges, the state Office of Guardianship, and legislators on the reforms, her office said, and signed the measure into law April 8. ....

Editorial: It's your information: Two cases will help determine what you get to know about your government » Albuquerque Journal

.... .... .... .... .... .... .... .... .... .... .... .... .... .... .... .... .... ....
The underlying premise of the New Mexico Inspection of Public Records Act isn’t complicated. But it is important. It is the public policy of this state, and the law declares that “all persons are entitled to the greatest possible information regarding the affairs of government and the official acts of public employees.”
That underpinning is central to two court cases wending their way through the judicial system that have significant implications on just how much you get to know about your government and public officials’ conduct.
The issues headed for the New Mexico Court of Appeals fall into two basic categories. One involves financial penalties that put teeth into IPRA’s requirements that public agencies respond to requests within certain time limits. It may sound like a technicality, but intransigence and/or incompetence in failing to turn over public information in ....
