THE removal of ‘encroachments’ has become a regular and an often controversial practice in Karachi. There are varied opinions on what constitutes an encroachment and due considerations for resettlement and rehabilitation. The consequences are mostly felt by those already on the margins, involved in informal businesses and residing in informal housing. A high-handed government approach such as bulldozing shelters and businesses is often witnessed. Such a response is rooted in labelling ‘informal’ as ‘illegal’.
This treatment of ‘informality’ is not unique to Karachi and is unfortunate as it is not by choice that someone resides in undesirable land parcels or places his or her trade cart on public land. The state has continuously failed in its duties to provide affordable housing options and land to legally house businesses that best thrive in informal spaces. HDMC to notify vending zones in Hubballi | Hubballi News

HUBBALLI: Soon, vending zones will become a reality in the twin cities. The HDMC has initiated measures to identify places for vending zones, and ordered officials to submit within a week.
It has also decided to once again review the existing 25 vending zones, which were notified in 2012, but have not been used since then. Suresh Itnal, commissioner, HDMC, said the zonal assistant commissioners have been asked to submit a detailed report on where vending zones can be notified,with total area and other details. Once they submit the report, the Town Vending Committee members, police and officials of the HDMC, will conduct a survey by visiting the place, and assess its feasibility. ....

WHAT IS PM SVANIDHI YOJANA?
PM SVANidhi Yojana
Launched by the Ministry of Housing and Urban Affairs on June 1, 2020, the PM Street Vendor’s AtmaNirbhar Nidhi or PM SVANidhi scheme was started to provide affordable working capital loans to street vendors to resume work post-Covid-19 lockdowns and empower their livelihoods. The scheme is available until March 24, 2022.
According to the ministry website, the scheme intends to give away collateral-free working capital loans of up to Rs 10,000 to around 5 million vendors to help resume their businesses.
It also added that almost 2 million applications have been received of which 752,191 already sanctioned and 218,751 loans disbursed. ....
