Orange Township Hall which serves 27,000 residents in southern Delaware County
Orange Township officials gave no explanation during a meeting this week for why they changed course on the selection made earlier this month of a Westerville official to be their new township administrator.
As it turns out, Joseph Fourqurean declined the job.
Trustee Debbie Taranto confirmed Wednesday to the Dispatch in an email that  He (Fourqurean) chose not to accept the position after it was offered to him.
All three township trustees instead agreed on Monday to begin a formal search for the township s top position and to name Michele Boni, the township s planning and zoning director, as interim administrator. ....

Powell votes to raise its income tax to 2%


Added City Manager Andrew White: “With the tax restructuring plan, we can put this money back into public safety, our infrastructure and to support our local businesses. The additional revenue will help keep the small town charm that our citizens have come to love about Powell.”
There had been ongoing debate about raising the rate in order to offset the effects of the city s growth, such as street repairs due to heavy traffic congestion.
Many on council have been wary of higher taxes, reflecting their conservative constituents; the vast majority of whom work outside of Powell, city spokeswoman Megan Canavan said. ....

Powell voters to decide whether to double its income tax


Voters in the city of Powell will decide Tuesday whether to raise their income tax to align with rates in other communities.
The city of about 14,000 has traditionally had one of the state s lowest income tax rates at 0.75%. But there has been ongoing debate about the need to raise the rate to offset costly effects of the city s growth, such as road maintenance.
The proposed 2% rate would more than double the existing tax.
Powell City Council voted unanimously in January to place the tax measure on the ballot. While some oppose higher taxes, this primarily affects those who work in the city. The vast majority of residents work outside of Powell, city spokeswoman Megan Canavan has said. ....

Powell business owner files challenge over income-tax issue on May ballot; review underway

A challenge to the city of Powell’s proposed income-tax increase, which the city filed to be placed on the May 4 ballot, has been filed with the Delaware County Board of Elections.
The challenge, signed by Jan S. Simonis of Industrial Affairs, states, “I do not believe that due process was followed to correctly place this issue on the ballot. Therefore, I respectfully challenge the placement onto the ballot and request that this issue be revisited in a formal hearing.  
As a small business owner, this proposed increase will effectively cause a 125% increase in my taxes and place (undue) hardship on my business and other small business persons in Powell, Simonis wrote in the undated challenge. ....
