In many cases, industrial organizations - while arguably a valuable catch - aren t initially targeted by the attacker, and a cyber-physical attack isn t the goal. That trend was underscored this past year, according to researchers at Mandiant s Cyber Physical Intelligence team. They identified a noticeable uptick in OT-related incidents since 2020, with most of the actors not looking to turn off the lights, poison the water, or perform any physical outcome. Their tactics were less-than-sophisticated, too, and often they weren t necessarily even looking for OT targets but instead had stumbled upon these victims.

Watering Hole Attack Was Used to Target Florida Water Utilities
An investigation undertaken in the aftermath of the Oldsmar water plant hack earlier this year has revealed that an infrastructure contractor in the U.S. state of Florida hosted malicious code on its website in what s known as a watering hole attack.
This malicious code seemingly targeted water utilities, particularly in Florida, and more importantly, was visited by a browser from the city of Oldsmar on the same day of the poisoning event, Dragos researcher Kent Backman said in a write-up published on Tuesday.
The site, which belongs to a Florida-based general contractor involved in building water and wastewater treatment facilities, had no bearing on the intrusion, the American industrial cybersecurity firm said. ....

Investigators at industrial cybersecurity specialist Dragos say an employee of the water treatment plant in Oldsmar, Florida, where a cyberattack was thwarted, had visited an infected website the same day, but that apparently played no role in the security incident.
The city worker visited the infected website, which belongs to a general contractor in Florida that services the water and waste industries, writes Kent Backman, an adversary hunter at Dragos.
