Bill penalizing "photobomber" of nat'l shrines, monuments approved on final reading – Manila Bulletin

The House of Representatives on Monday, March 15, approved on third and final reading a bill penalizing builders of “photobombers” of any national shrine, landmark, monument and other historical edifices and structures.
With all 210 congressmen present voting on the affirmative, the Lower Chamber gave the final approval for House Bill 8829 that will prevent a repetition of the controversy triggered by the skyscraper Torre de Manila that was constructed by DMCI Homes.
Authored by Albay Rep. Edcel Lagman HB 8829 proposes to protect the physical integrity of a cultural or historical property of the country by penalizing persons that will cause the obstruction to its view and sightline. ....

Citing Rizal monument controversy, Lower House OKs bill prohibiting 'photobomber' of nat'l landmarks, shrines – Manila Bulletin

The House of Representatives moved recently to provide a law that the Supreme Court said was missing when government agencies and nationalist groups sought to stop the construction of the Torre de Manila skyscraper from “photobombing” the Rizal monument in Manila.

This, after the Lower House approved on second reading House Bill 8829 proposing to protect the physical integrity of a cultural property of national shrines, monuments and landmarks by penalizing the obstruction to its view and sightline.
Authored by Albay Rep. Edcel Lagman, HB 8829 was endorsed for plenary approval by the House Committee on Basic Education and Culture chaired by Pasig City Rep. Roman T. Romulo. ....

In Committee Report No. 753, the House panel chaired by Pasig City Rep. Roman Romulo recommended the passage of House Bill 8737 proposing to regulate the conduct of off-campus educational activities by both public and private schools.
HB 8737 is the substitute bill for HB 2117 authored by Bataan Rep. Jose Enrique S. Garcia III that seeks to amend Republic Act No. 10066, otherwise known as the National Cultural Heritage Act of 2009.
Authorized venues for off-campus activities or field trips are museums, cultural or historical site and landmarks, churches, temples and other places of worship, parks and natural habitats, farms, botanical gardens or arboretums, zoos, laboratories government offices and other workplaces and military facilities, among others. ....

The latest excitement in heritage circles is over a temple in Santa Ana that a Ms.
Chloe Chizu Go, wants removed from the National Museum’s “Important Cultural Property” list. How she became owner of a temple is another story, but the petition must be in preparation for its demolition and replacement as another commonplace building, maybe a high rise.
There are some bright spots of course Metropolitan Theater, China Bank Building on Juan Luna, Luneta Hotel in Ermita are their magnificent old selves, but it’s a pity how so few reminders are left of beautiful and historic Manila. The Art Deco Jai Alai building was demolished to make way for a parking lot. Torre de Manila mars the vista of Rizal Park, a fate that may soon befall gothic San Sebastian Church. ....

Nat'l Museum moves some regulatory functions to NCCA – Manila Bulletin

The National Museum of the Philippines (NMP) has transferred some of its regulatory functions to the National Commission for Culture and the Arts (NCCA) following a Memorandum of Agreement (MoA) signed last Oct. 23.
In a joint public announcement, the NMP said it will transfer its important regulatory functions to the NCCA which covers the following:
· Registration of Cultural Property
· Regulation of declared National Cultural Treasures, declared Important Cultural Properties, and presumed Important Cultural Properties
· Removal of the presumption of Important Cultural Property
· Issuance of permits and certificates for the temporary or permanent exportation and importation of cultural properties where applicable ....
