Upgrade R&D, boost PH competitiveness

One fundamental factor in the sustained growth of a country is having a strong and purposive research and development (R&D) program. R&D plays an essential role in society’s advancement. It provides science-based knowledge for the development of new products, solutions and services. While it requires substantial investments and tremendous patience, the rewards are substantial. Unfortunately, R&D in the Philippines is relegated to the back burner in terms of government funding.
It is lamentable that the Philippines is among the “lowest spenders” for R&D. In 2017, the government set an initial funding of R21 billion for a program called Science for Change. It was estimated then that if R&D spending was doubled every year, the Philippines could have reached one percent of GDP, the amount prescribed by the UNESCO as the minimum investment for a country to be competitive. ....

Havana, Apr 14 (Prensa Latina) The Cuban Council of State approved three new decree laws that regulate telecommunications, the state business system and social security, Granma daily reported on Wednesday.
The decree-law of Telecommunications, Information and Communication Technologies, and the Use of the Radioelectric Spectrum will contribute to the computerization of the country, technological sovereignty and efficient management of the radioelectric spectrum.
Likewise, it establishes procedures to counteract radio-electric attacks and in cyberspace, to safeguard the principles of security and invulnerability of telecommunications for the benefit of the economy, society, National Security and Defense, Internal Order and Civil Defense. ....

The reconciled 2021 budget which Congress has approved is currently awaiting the President’s signature. We have worked diligently to ensure that through this budget, assistance is extended in a timely manner to those who have been affected by calamity, poverty, disease, and homelessness in the past year. We have also funded laws and bills that will have far-reaching impacts on the lives of Filipinos.
Some of these measures directly address matters pertaining to the COVID-19 pandemic, healthcare, and people’s welfare. One is the Doktor Para Sa Bayan Act, which is awaiting the President’ signature. This measure seeks to produce more healthcare workers around the country through medical scholarships given to qualified and deserving students. It also requires that each region will have at least one state-operated medical school. To this end, the 2021 budget allocates P1.033 billion as a seed fund for the development of medical schools in 12 state uni ....

Senate Committee on Finance chairman Sen. Juan Edgardo “Sonny” Angara said Friday that apart from ensuring the budget for the government’s response to the COVID-19 pandemic, the P4.5-trillion national budget for 2021 will also fund several new laws that have far-reaching impacts on the lives of Filipinos.
