Dear Editor: This letter is in response to the letter by Nancy Spillane in the July 20 edition of Steamboat Pilot & Today. In her letter, Ms. Spillane repeats the assertion that the current increase in criminal violence using firearms is a public health issue. This increase in criminal activity is not a public health issue; it is a crime issue caused by a loss of respect for the rule of law and for the efforts of law enforcement. There has always been an element of criminal violence using the weapons of the time. If gun control was the solution, Chicago would not have the number of murders it has seen; the city of Chicago and Cook County layer additional regulations on top of the regulations of the state of Illinois, which include the Firearms Owner Identification card. New York City adds regulations on top of the regulations of New York state, including the SAFE Act. Yet criminals continue to obtain any firearms they desire. ....

The replacement project will involve these important changes: Replaces the software application that OSP uses to conduct all firearm transfer background checks required by Oregon law as well as on behalf of the FBI National Instant Check System (NICS) where OSP conducts the nationwide check for the FBI at the same time.

Sellers will be prosecuted if they knowingly sell to a disqualified individual. That category includes felons, drug addicts, someone who has been dishonorably discharged from the military, has committed domestic abuse or been the subject of a mental health commitment. Carroll County Sheriff, Ken Pingrey, says he is in favor of the new law, but is still advocating for those purchasing and carrying weapons to get a permit through the state. Pingrey does not believe this will really change anything. He says there are plenty of gun laws in place and illegal gun sales have happened since there were guns; and they will continue to happen. Those individuals will be prosecuted. Carroll County Attorney, John Werden, agrees. ....
