Le Thanh Quan, director general of the Ministry of Planning and Investmentâs (MPI) Department of Infrastructure and Urban Development, told VIR that the Belt Road No.4 project is expected to be the highlight of attracting investment into transport infrastructure in the north, especially after the approval of the Law on Public-Private Partnership Investment and its guideline documents, which are considered a good measure in terms of mobilising investment.

The city will control foreign investment in the real estate area as well as their transfer of collected money abroad to prevent money laundering, transfer pricing and tax evasion.
