Big change may make it easier to get development approval

Currently, most development applications in the Lismore area are assessed and approved by staff.
Only the more contentious DAs, flagged by councillors or the general manager, are discussed at council meetings.
Cr Adam Guise raised the motion to investigate forming a Planning Review Committee, saying it would give councillors more oversight on planning decisions and facilitate smoother development approval.
He said councillors would be involved earlier in the planning process, allowing them to assess all projects.
He also said this would help foster better relationships with the council planning staff.
However it would not take away from councillors rights to call up projects they wanted to discuss and would not delay the approval process. ....

Councillor motions
• Cr Neil Marks proposes the council to write to the Page MP, Federal Health Minister and the Prime Minister, to show its support for the COVID-19 vaccination program and to ask that the region be prioritised in its rollout.
• A motion will be raised to change the way development applications are assessed, allowing more councillor involvement and oversight of planning decisions.
Cr Adam Guise will move the motion, saying a Planning Review Committee may reduce staff workload from having planning decisions called up to the chamber. ....

In 2019, the Oregon Legislature passed House Bill 2001 (HB 2001). It was designed to “provide Oregonians with more housing choices, especially more housing choices that people can afford.” The law re-legalizes traditional “missing middle housing” types, allowing duplexes on all parcels zoned for detached single-family residential use, and allowing triplexes, four-plexes, cottage clusters, and townhouses in areas zoned for residential use. By June 30, 2022, large cities like Eugene will need to implement new zoning that meets the law’s minimum requirements or the State-approved Model Code will go into effect. ....
