For Capitol Corridor, Siemens Chargers on the Way For Capitol Corridor, Siemens Chargers on the Way Written by Marybeth Luczak, Executive Editor The Capitol Corridor Joint Powers Authority is replacing two F-19 units due for retirement with Siemens Chargers, which could start operating as soon as this month. Two new EPA-certified Tier 4 Charger locomotives from Siemens will enter service this spring on Northern California’s Capitol Corridor. The Chargers are slated to replace two older EMD F-59 units sometime this month or up until June 1, when those F-59s are required to stop operating in intercity passenger service, according to the Capitol Corridor Joint Powers Authority (CCJPA). The Capital Corridor serves 18 stations along a 170-mile route connecting the counties of Placer, Sacramento, Yolo, Solano, Contra Costa, Alameda, San Francisco (via bus) and Santa Clara (see map below). ....
Divided Board of Supervisors weighs in on drug-treatment facility for felons Shares The Yolo County Board of Supervisors voted this week to support in principle legislation that would allow the county to create a secure drug treatment facility for felony offenders who would otherwise be incarcerated in jail or prison. The vote was narrow, with three supervisors in favor, one in opposition and one abstaining. AB 1542 was authored by Assemblyman Kevin McCarty, D-Sacramento, in partnership with Yolo County District Attorney Jeff Reisig and Yolo County Supervisor Gary Sandy of Woodland. Sandy was joined by Supervisors Jim Provenza of Davis and Angel Barajas of Woodland in support of the bill, while Don Saylor of Davis opposed the motion and Oscar Villegas of West Sacramento abstained. ....

Dear Assembly Members Jones-Sawyer and McCarty: Human Rights Watch opposes the AB 1542 Yolo County pilot program that authorizes judges to sentence people to confinement in a locked treatment facility instead of prison or jail if the judge determines that their crime was motivated in part by substance abuse. We ask legislators to reject this bill and take a more holistic, rights-respecting approach to addressing problematic substance use and crime that may be connected to it. The apparent premise of AB 1542 is that people with “Substance Use Disorders” (SUDs) have a medical condition that is best addressed through treatment as opposed to punishment. Human Rights Watch supports increasing the availability of evidence-based voluntary treatment for people who struggle with problematic use of psychoactive substances. However, this bill proposes forcing people involuntarily into “secured” or locked treatment, regulated by the courts, thus blurring the lines between medi ....
