Former Chula Vista police chief Richard Emerson dies at 70

Former Chula Vista police Chief Richard Emerson, a visionary who led the force for 18 years, died peacefully Friday, the Police Department announced this week. He was 70.
Emerson, who was remembered as a role model and mentor who left a mark on the careers of his subordinates, led the Police Department between 1992 and 2009 a period in which the city and police force saw tremendous growth.
Emerson worked for the Pasadena Police Department for 23 years before he was hired as chief in Chula Vista.
Under his leadership, the Chula Vista Police Department created new units, including a special investigations team; doubled the size of the traffic unit to address community concerns; expanded the school resource officer unit from one officer to 23; created volunteer positions, including senior patrol volunteers; founded the Chula Vista Police Foundation, the fundraising arm of the Police Department; and constructed the police station that houses the de ....

Hundreds of police officers in San Diego County rolled up their sleeves to get COVID-19 vaccines before they were officially eligible under loosely coordinated efforts that matched unused shots with those who wanted protection against the coronavirus.
For weeks, police agencies directed officers interested in getting the shots to vaccine sites, including hospitals and a community college, where they were given leftover doses after scheduled appointments were completed. One North County hospital determined police officers were eligible because they transported behavioral health patients.
Vaccine providers are allowed to administer shots to people outside eligible tiers under county and state guidelines that seek to ensure no doses are wasted. ....

When Kelly Martinez began her career with the San Diego County Sheriff’s Department as a deputy in 1985, female deputies and their male counterparts were not always viewed as equally capable of the job.
Martinez and other female deputies got the same assignment out of the academy: the women’s Las Colinas Detention Facility in Santee. A year later, Martinez was among the first female deputies assigned to a men’s jail. She would work as a deputy for 22 years before rising through the ranks to assistant chief.
Now she is poised to make history again. On Friday, Feb. 26, the 36-year veteran of the force will become the first woman to serve as the department’s undersheriff, the second in command. ....
