UNIONIZATION: The House has passed the Protecting the Right to Organize Act (H.R. 842), sponsored by Rep. Bobby Scott, D-Va. The bill would change laws governing labor practices and unions, with the general goal of making it easier for workers to form unions. Scott said the changes were needed because existing labor law lacks the teeth to enforce workers rights when employers unlawfully retaliate against them for organizing. A bill opponent, Rep. Fred Keller, R-Pa., said that by needlessly inserting government into the workplace, it would infringe on workers rights and handcuff employers, making it harder for people to make decisions that positively impact their workforce. The vote, on March 9, was 225 yeas to 206 nays. ....

LANSING, Mich. — Today Gov. Gretchen Whitmer signed two COVID-19 relief supplementals, while vetoing several items from the bills.
“The Michigan Licensed Beverage Association (MLBA) has been pushing for property tax, liquor license and food license relief for months,” said MLBA Executive Director Scott Ellis. “Our industry has been impacted more than any other industry since the initial shutdown last March and we need this relief.”
Among the vetoed portions was $405 million in relief for business property taxes, unemployment tax aid, liquor license fees and food license fees. ....

Today in History: James Madison Vetoes Infrastructure Spending Bill


Today in 1817, President James Madison vetoed the Bonus Bill of 1817 – a plan that called for the federal construction of various roads, bridges, and canals throughout the country. In a letter to Congress, the president explained his rationale. Out of all historical writings on constitutional interpretation, I believe it stands today as one of the most important.
Madison’s reasoning was simple – although he personally favored the idea of infrastructure construction, writing that he was “not unaware of the great importance” of such things, he denied the policy’s constitutionality on a federal level. Instead of upholding his own personal proclivities and allowing the Constitution to be undermined, he maintained that the Constitution was one of specific enumerated powers, and the document contained no expressed power for the federal government to do such a thing. ....
