Thousands of drivers with drug violations may leave trucking

Feb 10, 2021
Carriers are required to query drivers records yearly in the FMCSA’s Drug and Alcohol Clearinghouse. Most of the 52,000 drivers who lost their jobs in 2020 due to drug and alcohol violations have not completed their return-to-work procedure, says a year-end report on the testing database. The numbers back up industry concerns that the Federal Motor Carrier Safety Administration’s Drug and Alcohol Clearinghouse is putting a dent in the driver labor pool.
The program took effect Jan. 6, 2020. All trucking companies with operating authority, even with only one truck, are required to register in the clearinghouse and to conduct a yearly query on each driver. The database is used by law enforcement, driver licensing agencies and carriers to check for driver violations. ....

ELDs Have Improved HOS Compliance in First Year | Go By Truck Global News

The federal electronic logging device mandate has leveled the playing field among motor carriers and reduced driver hours-of-service violations, but it may still be too early to determine how ELDs have affected safety on the nation’s roadways, industry experts said.
The regulation, which took full effect just over a year ago, requires nearly all long-haul carriers to record drivers’ HOS data with ELDs instead of paper logbooks, which are more susceptible to errors or falsification.
“I do feel the playing field is more equal now among all carriers as to everyone’s ability to properly handle loads,” said Shawn Brown, vice president of safety for Cargo Transporters. “I think ELDs are making the roads safer. Drivers seem to be resting when they should, resulting in more refreshed drivers on the roads.” ....
